Analysis of Inclusive Education

Nepal has made strong commitments to disability‑inclusive education through its Constitution, national legislation, and sector policies, yet implementation gaps continue to limit equitable access and learning for children with disabilities. The country also faces challenges in developing a consolidated, systemwide picture of inclusive education efforts; what interventions exist, where they operate, the capacities behind them, and which approaches are most viable for scale. As a result, children with disabilities remain among the most underserved, often facing barriers related to accessibility, assistive learning materials, and teacher preparedness.

This project will generate an up‑to‑date, systemwide understanding of Nepal’s inclusive education landscape by mapping current initiatives, analyzing gaps, and identifying opportunities to strengthen equity, participation, and learning for children with disabilities. The findings will inform the updated Inclusive Education Roadmap and the second phase of the School Education Sector Plan (SESP) 2027–2030, providing a clear evidence base to guide planning, resource allocation, and system strengthening for inclusive education at scale.

Project Highlights

  • Comprehensively mapping and reviewing ongoing inclusive education initiatives across government, development partners, OPDs, NGOs/INGOs, and cross‑sectoral services to establish a consolidated national overview of efforts supporting children with disabilities.
  • Analyzing Nepal’s inclusive education landscape by assessing how policies, programs, financing, teacher capacity, accessibility, data systems, and governance structures enable or hinder equitable access, participation, learning, and progression for children with disabilities.
  • Developing evidence‑based, actionable recommendations that inform the updated Inclusive Education Roadmap and guide the second phase of the SESP, ensuring alignment with federal governance arrangements and global best practices in disability‑inclusive education.
