Teacher capacity to support students with significant behavioral needs is an increasing priority in Sint Maarten’s public education system. To advance this work, the Division of Public Education (DPE) is implementing the Educational Care Center (ECC) Program at the Charles Leopold Bell School, which provides structured educational, behavioral, and therapeutic interventions for learners requiring intensive support. With support from the National Recovery Program Bureau (NRPB), IDP will lead a project to streamline ECC program materials and strengthen the capacity needed to implement the ECC model sustainably.

Grounded in evidence-based approaches, including Positive Behavioral Interventions and Supports (PBIS), Social and Emotional Learning (SEL), and Trauma-Informed Practices, the project will consolidate existing documentation, refine monitoring and evaluation tools, and develop a Train-the-Trainer (TTT) program to build applied behavioral and instructional competencies among selected teachers and ECC staff. It will also establish a certification and performance monitoring framework to ensure long-term quality and consistency across the program. Through this project, IDP will help reinforce the systems and skills required to deliver effective, evidence-based behavioral supports across public schools in Sint Maarten.
